The Council of the European Union is one of the two co-legislators of the EU, and its members are the ministers of the 28 Member States. It operates in symbiosis with the European Parliament, through specific processes, mainly the Ordinary Legislative Procedure. This process, and the fact that the Directives produced are enforceable in the Member States, makes the committee a complex blend of national and international considerations. Thus, prospective Chairs should have an understanding of EU politics and EU law. As the Council can discuss virtually all matters that fall under the competence of the European Union, no particular expertise is required. The topics discussed will be the same as those discussed in the European Parliament.
